PURPOSE

AN ORDINANCE OF THE CITY OF BRIGHTON, COLORADO, AMENDING SECTION 13-4-90 OF THE BRIGHTON MUNICIPAL CODE REGARDING THE ASSESSMENT OF WATER PLANT INVESTMENT FEES FOR MOBILE HOME PARKS

STRATEGIC FOCUS AREA

Recognizable and Well-Planned Community

Safe, Active and Engaged Community

BACKGROUND

Utility Staff has reviewed the current rate structure for development fees for the various property improvements.  Staff determined that fees associated with Mobile Homes were greater than needed to meet modern demand.  Staff is recommending a modification to the rates to reflect the actual fee’s needed to maintain a sustainable utility.

This change will allow the use of a “master meter” in which the Mobile Home Park will be responsible for monitoring and collecting operating costs associated with water use.  This will reduce the Utility overhead and allow for the most aggressive pricing for the Mobile Home Parks.

All improvements connecting to City potable water service including those improvements beyond the point of connection with the City shall meet all applicable codes before a meter will be installed and water service activated.

FINANCIAL IMPACT

The financial impact is consistent with similar water taps.

STAFF RECOMMENDATION

Approve this ordinance to be presented at the next City Council meeting.
