PURPOSE
Requesting City Council approval of a Contract Amendment for Project # 17-016 Veterans Park Water Quality and Terrain Enhancement Project, to raise the previously approved, not to exceed, contract value giving the City Manager, or Designee, authority to sign the contract. Municipal Code Section 3-8-178, "All change orders greater than Twenty-Five Thousand dollars ($25,000) or change orders in aggregate greater than twenty-five percent (25%) of the original contract amount shall be approved by the City Council."

BACKGROUND/HISTORY
The Colorado Front Range Trail (CFRT) - Veterans Park Trail Section project began in 2017. All of the CFRT was completed except the approximate 450-feet of trail along Colorado State Highway #7 (West Bridge Street) by November 2017. This project was part of a larger Utilities Department project with Colorado Department of Transportation (CDOT). The Utilities Department project never occurred and CDOT held up the project until they released the City from the grant contract. No CDOT grant funds are used for the trail design and construction. This project has been a high priority from City Council to have completed. Last year, 2020, CDOT approved allowing the Parks and Recreation Department to finish the CFRT trail within the CDOT right-of-way along Highway #7 with several additions to the trail construction and a new permit.
