Reference: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRIGHTON, COLORADO, ACTING BY AND THROUGH ITS WATER ENTERPRISE, ACCEPTING THE BID OF EXCAVATION & CONSTRUCTION SPECIALIST, INC., AND AWARDING THE CONTRACT FOR THE INDIGO TRAILS WATERLINE TO EXCAVATION AND CONSTRUCTION SPECIALIST, INC. IN AN AMOUNT NOT TO EXCEED ONE HUNDRED EIGHTY-NINE THOUSAND SIX HUNDRED SEVENTY-SIX DOLLARS ($189,676.00), AND AUTHORIZING THE MAYOR TO SIGN THE CONTRACT ON BEHALF OF THE CITY, AND AUTHORIZING THE CITY MANAGER TO APPROVE CHANGE ORDERS FOR UNFORESEEN SITE CONDITIONS UP TO FIFTY THOUSAND DOLLARS ($50,000.00).

PURPOSE
Requesting City Council approval of a formal solicitation for the Indigo Trails Waterline to the most responsive and responsible bidder, and approving the resolution giving the Mayor authority to sign the contract. Municipal Code Section 3.08.090, ". . . . All bids and proposals in excess of $50,000 shall be awarded through formal written procedures by the city council."
BACKGROUND/HISTORY
Currently, the Indigo Trails subdivision is being supplied by a single feed waterline that stretches over a 1/2 mile long. It was determined that a new distribution line will add redundancy and improve reliability to the existing distribution system in Indigo Trails subdivision. This new waterline will also help to increase flow that will consequently improve water quality. This will provide a great benefit to the citizens residing in Indigo Trails subdivision. The scope of work consists of:
* Installation and construction of 1,402 linear feet of 12 inch and 8 inch PVC waterline
An Optional Pre-Bid Conference was held at City Hall on October 12, 2017.
