PURPOSE
Requesting City Council approval of allocation of the Undergrounding Funds and approving the resolution giving the City Manager, or Designee, authority to sign the contract. Municipal Code Section 3.08.090, "...All bids and proposals in excess of $50,000 shall be awarded through formal written procedures by the City Council."
BACKGROUND/HISTORY
Sable Blvd. is a former state highway segment that the City of Brighton took ownership around 2011. Along the corridor, there are arterials and collector roadways that connect to Sable Blvd., and there are existing overhead utilities. City Council has awarded the construction of a traffic signal at the intersection through a formal solicitation and bid on October 6, 2020. With the overhead conflict of the existing power lines, it is necessary to underground the utilities owned by United Power. Article 5-80 of the Brighton Municipal Code, Ordinance 2031, and the Franchise Agreement between the City of Brighton and United Power, Inc. provides funding for undergrounding overhead distribution facilities.
FINANCIAL IMPACT
Sufficient funding exists for the project contained within the Underground Fund where United Power allocates one and one-half percent of the preceding year's gross revenues and there is approximately $3,000,000.00 in the fund. The work order estimate of $206,793.45 is within the allocated funds contained in the Underground Fund.
