City Attorney’s Office

Reference:                      Elected Officials’ Roles and Responsibilities

To:                                                               Mayor Gregory Mills and Members of City Council

Through:                                          Michael P. Martinez, City Manager

Prepared By:                     Alicia Calderón, City Attorney

Date Prepared:                     February 27, 2026

PURPOSE

To receive education on topics intended to reduce or avoid liability as elected officials from the Colorado Intergovernmental Risk Sharing Agency (CIRSA).

BACKGROUND

The City of Brighton (“City”) is a member of CIRSA. CIRSA is a public entity self-insurance pool for property, liability, and workers’ compensation coverages. While CIRSA is not an insurance company, it defends its members and provides coverage similar to an insurance company. In the past, the City has invited someone from CIRSA to lead a discussion on elected official roles and how to reduce liability every few years. In 2024, the City Attorney provided education on similar topics. It has been three years since CIRSA came to the City, so it is again time for a presentation and discussion.

Sam Light, who will be presenting, is the Deputy Executive Director of CIRSA and its General Counsel. Sam has been practicing law in Colorado for more than thirty years. He was in private practice prior to joining CIRSA.
