PURPOSE

To finalize the 2022 performance evaluation of City Manager Michael Martinez, and as directed by City Council on November 15, 2022, set a new compensation rate.

BACKGROUND

City Manager Michael Martinez was appointed by City Council on October 26, 2021, to City Manager. The City Council is tasked with conducting an annual performance evaluation process that is approved by the Council.

Per the City Manager's current contract, City Council is required to conduct a performance evaluation process using a third-party to conduct the performance evaluation by November 30th of each year. The Employment Agreement is for an initial two-year term, which renews by mutual agreement of the parties. Compensation may be amended by mutual agreement.

City Council met on November 1, 2022, with third-party consultant Jennifer Volmer and Director Young to discuss Michael Martinez's performance evaluation and compensation.

November 15, 2022, in Executive Session with Director Young present, City Council met with City Manager Michael Martinez to present his performance evaluation results. The City Council provided direction to staff to bring back a resolution regarding an increase in compensation as agreed by the parties.

FINANCIAL IMPACT

The approved budget for 2023 has sufficient funds to cover the increase in compensation. City Council sets compensation based on the performance evaluation.

STAFF RECOMMENDATION
