PURPOSE
City Council approval is being requested for a formal proposal for the Comprehensive Plan Update to the firm having the requisite expertise and experience to perform the required Services, and approving the resolution giving the Mayor authority to sign the contract. Municipal Code Section 3.08.090, ". . . . All bids and proposals in excess of $50,000 shall be awarded through formal written procedures by the City Council."

BACKGROUND/HISTORY
The City of Brighton's Comprehensive Plan 2020 was originally adopted in 1999, and subsequently amended in 2001, 2003, 2007 (twice), and 2009. In the last 16 years since the formation of the Comprehensive Plan 2020, Brighton has seen substantial growth and change resulting in a comprehensive plan which is now outdated, needing more long range vision, and no longer sufficient for its intended purposes. Work is needed to provide a major overhaul to the existing comprehensive plan, incorporate the South Sub-Area Plan, and help staff develop a plan which will last another 20 years. All necessary staffing, management, materials, equipment, and supplies shall be provided by the consultant to complete the identified services unless otherwise specified in the City Staff Role under section XII. Formal proposals were received on April 20, 2015 at 2:00 pm for the Comprehensive Plan Update. Three (3) firms submitted proposals for this project.
