PURPOSE / BACKGROUND
City Council and staff have made it a priority to improve the current status of Medical Center Drive as the current state of the roadway is impacting access to Platte Valley Medical Center. Complaints are regularly fielded by the City from the leadership of Platte Valley Medical Center regarding the roadway's condition. Previous executive sessions by City Council have been held on the negotiations surrounding this matter and the drafted agreements (one for each of the two subject developers) are the result of said negotiations that achieve the goal of completing the final lift of asphalt for Medical Center Drive.

CRITERIA BY WHICH COUNCIL MUST CONSIDER THE ITEM
Typical roadway specifics in terms of design and construction are usually worked out and agreed to in a Development Agreement that is approved with a Final Plat. The work required to bring the roadway to a final state was delayed to accommodate construction efforts that would impact the roadway. Prior agreements made by the developer or associated predecessors assigned the responsibility of final construction of the roadway to THF Prairie Center Development, LLC (THF) and S3L Holdings, LLC (S3L). This project has the potential to provide costs savings to the developers related to items such as mobilization by participating with the City to complete its obligated portion.
