PURPOSE
Requesting City Council’s approval of a resolution authorizing the City Manager, or designee, to execute an intergovernmental agreement (IGA) between the City and MHFD regarding the Sable Outfall.

 

BACKGROUND

The Sable Outfall system will serve existing and future development in the City, including the Sable Boulevard improvements, Farmlore Development and approximately 500 acres of the Prairie Center Development.

 

As previously presented to City Council, the contractor working on behalf of the Farmlore Development will be constructing the piped portion of the outfall under the Fulton Ditch. The City and MHFD now wish to complete design and construct the remainder of the open channel outfall just east of Sable Boulevard, which will connect to the existing South Outfall Channel at 148th Avenue alignment.

 

Per the IGA, the City and MHFD will each contribute $225,000 in 2025 for the construction of the project. It is anticipated that MHFD will contribute an additional $2 million in 2026 and the City will cover the remainder of the project costs anticipated at a total of $4.5M.

 

FINANCIAL IMPACT

Sufficient appropriation exists in the 2025 and 2026 budget for the City’s contribution to the project as defined in the IGA.   

 

STAFF RECOMMENDATION

At a future City Council meeting, City staff recommend approval of the resolution as drafted, authorizing the City Manager, or designee, to execute the reimbursement agreement.

 

OPTIONS FOR COUNCIL CONSIDERATION

                     Approve resolution as drafted

                     Approve a modified resolution

                     Deny resolution

                     Provide further direction to staff
