PURPOSE
Request approval of a supplemental budget appropriation in the amount of $1,100,000 for the repair of flood damages at Ken Mitchell Lakes Cell 1
BACKGROUND
Ken Mitchell Lakes sustained serious damage during flooding in June 2015. This damage resulted in an emergency declaration by the City on July 28th, 2015.
During the event, the river changed course, completely submerging the diversion structure into Ken Mitchell Cell 1. While relatively high water levels still prevent a detailed investigation of the structure, it is clear that the diversion structure in its existing condition, is not operational.
The diversion structure is the primary means to move water from the South Platte River into Cell 1. The City is quite dependent on free river in managing its raw water supplies. Free river typically becomes available during spring runoff which generally begins when temperatures start to rise in April/May of each year.
The requested budget appropriation of $1,100,000 includes budgetary estimates for engineering services, construction services, and permitting costs.

FINANCIAL IMPACT
