PURPOSE
Requesting City Council's approval of the procurement for 22-007254 Rec Center Pond Construction Oversight by awarding a contract to Engineering Analytics, Inc., the Engineer of Record responsible for the design portion of the project, and approving the resolution giving the City Manager, or Designee, authority to sign the contract. Per City Code Section 3-8-90 " All materials, supplies, equipment, service and construction contracts, except as otherwise provided in this Article, with an estimated cost of greater than fifty thousand dollars ($50,000.00), shall be awarded through the formal bid process or the formal RFP process by the City Council. After due notice inviting bids, purchase orders and contracts shall be awarded to the lowest responsive and responsible bidder."

BACKGROUND
Engineering Analytics Inc. was hired for the design of the construction plans for the Recreation Center Pond Liner project in 2021. This is the oversight fee for their services during the construction process.

Construction oversight estimate from Engineering Analytics, Inc.
This will cover:
1. Attending regular construction meetings
2. Reviewing and tracking contractor submittals
3. Reviewing contractor pay requests
4. Performing regular construction inspection and oversight with progress reports submitted to
the City of Brighton
5. Performing moisture density testing for earthwork


FINANCIAL IMPACT
Sufficient appropriation exists for the project.
