PURPOSE
Requesting City Council approval for the procurement of 24-008664 4th Avenue Reconstruction by awarding a contract to Asphalt Specialties Co., Inc., deemed the most responsive and responsible bidder of the four (4) bids received in response to the published solicitation, and approving the resolution giving the City Manager, or designee, authority to sign the contract. Per City Code Section 3-8-30(b): "All materials, services, and construction contracts, except as otherwise provided in this Article, with an estimated cost greater than five hundred thousand dollars ($500,000) shall be awarded through formal solicitation procedure by the City Council. After due notice inviting bids, purchase orders and contracts shall be awarded to the lowest responsive and responsible bidder."

BACKGROUND/HISTORY
The City of Brighton has been working on design and construction to replace aging, and in some instances undersized, water infrastructure in portions of the City. The larger project is often referred to as the Core City Water Line Replacement Project. The civil engineering design for this phase of the overall project, Phase III, was completed earlier this year and is now ready for construction. This phase will replace approximately 4,000 linear feet of dilapidated and undersized water piping, replace 77 water service lines from the main to the meter, and replace and/or relocate fire hydrants within the project limits.
