PURPOSE
To enter into an Intergovernmental Agreement between the City and Adams County for Riverdale Animal Shelter.
BACKGROUND
The Brighton Police Department Community Services Division provides animal control and welfare services for the City of Brighton. Community Service Officers respond to service requests related to stray animals and animals running at large. Animal quarantine, transfers, the care of animals, euthanasia and disposal are also among the Community Service Officers responsibility as are services including animal impoundment and sheltering.
In 2017, the City of Brighton animal shelter was closed due to its deteriorating condition. In an effort to improve service quality to our customers and more effectively utilize the divisions' staff, the Brighton Police Department began using the Riverdale Animal Shelter (RAS) shelter. The City of Brighton has partnered with RAS for the last 5 years.
FINACIAL IMPACT
In 2022, Community Service Officers dealt with a total of 891 cats, dogs, birds, and other animals collected. The Adams County Animal Shelter has changed the annual fees from a "Cost per animal structure" to a flat rate fee structure. The flat rate fee structure is more beneficial to the city as the costs to shelter animals has risen year after year. The billing process and accountability will be less time consuming for the shelter.
Riverdale Animal Shelter has calculated estimated costs for the City of Brighton to be $66,199.00 in 2023 and the same rate for 2024 to be $66,199.00. These figures are based upon the cities 2 year average for 2021 and 2022. Riverdale Animal Shelter will recalculate and renew the IGA every two years with a CPI (Consumer Price Index)
