BACKGROUND

Limited water resources are an inevitable challenge in any environment, especially in the semi-arid region in which we live along the Front Range. It is imperative that the City take the necessary steps to conserve this vital resource. An important aspect of a water conservation plan is conservation through use limitations and enforcement. City Council previously approved Resolution 2022-65 implementing water use restrictions and penalties for the period from May to September of 2022.

PURPOSE
The purpose of this item is to propose revisions to Section 13-4-180 of Brighton Municipal Code to codify water use restrictions and penalties. Currently, Section 13-4-180 requires City Council to pass a Resolution annually to implement water use restrictions and penalties.

FINANCIAL IMPACT

The implementation and monitoring of the water use restrictions and penalties will be carried out by current City staff and within the Utility Enterprise’s existing operations budget for 2023.

STAFF RECOMMENDATION

City staff recommends the Ordinance be adopted as presented to protect the City’s water supply and conserve a finite natural resources.
