Reference: CHANGE ORDER 1 WITH ENGINEERING ANALYTICS, INC. FOR THE LUPTON MEADOWS RESERVOIR DESIGN SERVICES PROJECT

To: Mayor Gregory Mills and Members of City Council
Through: Michael P. Martinez, City Manager
Prepared By: Scott Olsen, Director of Utilities
Date Prepared: September 12, 2025

PURPOSE
Requesting City Council's approval of Change Order #1 to the Lupton Meadows Reservoir Design Services contract between the City of Brighton and Engineering Analytics, Inc. in the amount of $63,374. The resolution further requests City Council's approval for the City Manager to execute any future change orders, in the aggregate, of 5% of the contract amount. Future change orders are not anticipated at this time, however, this is a complex engineering design project.

BACKGROUND
A design services contract was awarded to Engineering Analytics, Inc. in the amount of $496,894 in July of 2024. The contract is for the design of a pump station, bank protection and spillways for the Lupton Meadows Reservoir complex in Fort Lupton, CO. The City Manager was authorized to sign this contract due to the amount.

Additional design services are needed for the project and include additional geotechnical engineering, subsurface utility engineering and roadway design for County Road 25. Approximately half of the change order can be attributed to the roadway design that has been required by the City of Fort Lupton, CO.

FINANCIAL IMPACT
Sufficient appropriation exists in the Utilities Capital Improvement budget allocated to this project. The financial impact of these construction services has always been anticipated and accounted for accordingly in the overall Water Fund budget.

STAFF RECOMMENDATION
City staff recommend the City Council approve the resolution authorizing the City Manager, or designee, to execute Change Order #1 to the Lupton Meadows Reservoir Design Services contract on behalf of the City
