PURPOSE
Requesting City Council approval of a formal solicitation for 19-035 124th Reservoir Rip Rap Design, to the most responsive and responsible bidder, and approving the resolution giving the Acting City Manager the authority to sign the contract. Municipal Code Section 3.08.090, All bids and proposals in excess of $50,000 shall be awarded through formal written procedures by the city council.

BACKGROUND/HISTORY
Formal Proposals were requested from qualified Engineering Firms for the 124th Reservoir Rip Rap Design Project. The City of Brighton Utility department has known of the problem and had money budgeted to mitigate erosion at the reservoir. A new window of opportunity presented itself when Metro Wastewater proposed a Sanitary Sewer line adjacent to the property, a project in which a significant dewatering effort is required. The dewatering is a significant expense and using their efforts can save the city a significant amount of money. Staff requested money during the budget process to move the work to 2020 to coincide with the construction of the Sanitary Sewer.

Formal bids received on November 15, 2019 at 10:00 AM. All bids were opened and read into the public recorded by Procurement & Contracts at a public bid opening. The proposals were forwarded to the selection committee consisting of the utility engineering staff.

FINANCIAL IMPACT
Sufficient funding was approved in the 2020 budget for the 124th Reservoir Rip Rap Design. The overall budget for this project is $200,000 for both design and construction.
