Reference: New Utility Billing System Overview

PURPOSE
To provide City Council with an overview of the City's new utility billing (UB) system including key dates, customer impacts and outreach plans during the transition. ?Additionally, staff will provide a demonstration of the new customer-facing portal.?
BACKGROUND
Financial System Conversion
In 2023, staff began work to review and select a new financial system software to replace the legacy system, Innoprise, which had been in place since 2011. The project intended to replace the software package for the City's financial, budgeting, procurement, payroll, timekeeping, and utility billing functions. City staff presented recommendations for the software provider and contracting, which was approved by City Council as follows:
* December 19, 2023 - Approval of a resolution accepting the proposal of Tyler Technologies as the software provider.
* March 5, 2024 - Approval of a resolution accepting the proposal of Koa Hills Consulting as the project manager for implementation.
The project timeline has been as follows:
* Phase 0 - Chart of Accounts Development - completed April 2024
* Phase 1 - Payroll and Timekeeping Module - completed April 2025
* Phase 2 - Financials Module (including Procurement, Budget, etc.) - completed August 2025
* Phase 3 - Utility Billing and Payment Module completion schedule for March 31, 2026
With the first several phases of the project complete and live, the team is working to complete the Utility Billing and Payment Module which is scheduled to go live on schedule on March 31, 2026.
