PURPOSE

Requesting City Council approval of a formal solicitation for the Baseline Waterline and North Tank Drainage Construction Project to the most responsive and responsible bidder, and approving the resolution giving the City Manager authority to sign the contract. Pursuant to Municipal Code Section 3-8-90, all bids and proposals in excess of $50,000.00 shall be awarded through formal written procedures by the City Council.

BACKGROUND/HISTORY

The City solicited bids from qualified contracting firms to construct a new 24" water line that will connect to the existing system and the North Storage Water Tank as well as a drainage line from the North Storage Water Tank to the Brighton Lateral. The City recently completed the design of these two projects with the intent to complete them as separate projects, but has decided to issue them as a single bid package to a single contractor. The project does require full width mill and overlay of the affected lane once all testing has been completed and passed. The contractor will also be responsible for all traffic control and Erosion/Sedimentation Control (ESC) on the project.
Formal bids were received on December 4th, 2019 at 11:30 AM
All bids received were opened and read into the record by Procurement & Contracts at a public bid opening. The proposals were forwarded to the selection committee consisting of Utility Engineering staff.
The six (6) firms submitting bids are:

Duran Excavating, Inc.
