PURPOSE
A resolution requesting City Council approval to continue the City's participation in the Adams County's Urban County designation for Federal fiscal years 2019, 2010, and 2021.

BACKGROUND

In 2015 (Resolution 2015-86 attached), the City of Brighton entered into an Intergovernmental Agreement (2016 - 2018 CDBG IGA attached) with Adams County to participate in the US Department of Housing and Urban Development's (HUD) Community Development Block Grant (CDBG) program through Adams County's Urban County designation. The IGA provisions allow for automatic renewal of subsequent three-year qualification periods. Adams County, acting as the lead entity, recommends automatic renewal with no amendments to the current IGA.
HUD requires jurisdictions to re-qualify Urban County status every three years in order to maintain eligibility to receive and administer Community Development Block Grant (CDBG) funds. This requalification period is aligned with a required HOME Consortium requalification period to maintain eligibility to receive and administer HOME Investment Partnerships Program (HOME) funds on behalf of the County. HUD requires IGAs to be in place to govern program participation. The City of Brighton has participated in the "Minor Home Repair Program, see the attached brochure for program details."
