PURPOSE
Requesting City Council approval of an Intergovernmental Agreement (IGA) with Colorado Department of Transportation (CDOT), Adams County, Boulder County, City and County of Broomfield, City of Lafayette, City of Thornton, Town of Erie and the City of Brighton for the Colorado State Highway 7 (SH 7) Preliminary & Environmental Engineering Project extending from Brighton to Boulder and approving the IGA giving the Mayor, or designee, authority to sign said IGA.

BACKGROUND/HISTORY
This project consists of a multi-jurisdictional preliminary and environmental assessment in which CDOT will be project lead and Broomfield as the applicant for federal Transportation Improvement Program ("TIP") funds through the Denver Regional Council of Governments ("DRCOG"). Project funding consists of a total of $10 million as follows:

* $4 million in DRCOG TIP federal funding (Grant)
* $4 million in federal sub regional funds from Adams County, Boulder County and City & County of Broomfield
* $1 million from CDOT Region 1 and Region 4
* $1 million from local communities
