PURPOSE:
To establish the utility fees charged to the public for the year 2015 based on the cost of providing those services to the public.
BACKGROUND/HISTORY:
The Fee Resolution is updated annually to reflect the actual cost of providing services to the public. There are proposed changes to the Water, Wastewater, and Storm Drainage fees. The Resolution also includes the Water, Wastewater, and Storm Drainage rates and connection fees previously approved by Ordinance for 2015, simply as a means of keeping a comprehensive reference point for all of the various fees.
CRITERIA BY WHICH COUNCIL MUST CONSIDER THE ITEM:
After adoption of rates and certain fees by Ordinance, all additional fee changes must be approved by Resolution.
BUDGET IMPACT:
The increases to the Water Fund are projected to cover the increased cost of operations and maintenance budgeted for 2015, as well as to address the increased cost of water supply and treatment with regard to PIFs. The increase in the Wastewater Fund is to make available additional revenues for the buy-in of the existing Brighton wastewater customers into the new Metro Northern Treatment Plant. The Storm Drainage fee increase is to offset additional system operations and maintenance needed to meet the State Storm Drainage requirements.
OPTIONS FOR COUNCIL'S CONSIDERATION:
1. Approve the Fee Resolution for 2015
2. Amend the Fee Resolution for 2015
3. Deny the Fee Resolution for 2015
PLEASE NOTE: THE 2015 FEE RESOLUTION INCLUDES THE AMOUNTS ADOPTED BY ORDINANCE ON DECEMBER 2nd, 2014, and ESTABLISHES CERTAIN OTHER FEES.
