PURPOSE
Requesting City Council's approval for the procurement of 25000450 Brighton Lateral Ditch Crossing at Bridge Street by awarding a contract to Brock Lagarda-Loya Construction, LLC, deemed the most responsive and responsible bidder of the four (4) bids received in response to the published solicitation, and approving the resolution giving the City Manager, or designee, authority to sign the contract. Per City Code Section 3-8-30(b): "All materials, services, and construction contracts, except as otherwise provided in this Article, with an estimated cost greater than five hundred thousand dollars ($500,000) shall be awarded through the formal solicitation procedure by the City Council. After due notice inviting bids, purchase orders and contracts shall be awarded to the lowest responsive and responsible bidder."
BACKGROUND
The proposed storm sewer pipe that connects the Preserve Pond to the remainder of the Brighton North Outfall- Baseline Alignment was to be constructed as part of the larger Bridge Street Widening Project. Due to several complications, this portion of the project was removed from the original contract. Staff worked with the original design firm to reevaluate the crossing design, allowing for trenchless and open-cut options to maximize project success. Staff also coordinate with nearby property owners and the Ditch Company for approval of the two crossing options.
After solicitation of the two options, an open-cut construction method was ultimately chosen. The project will include the installation of the 24" storm pipe and replacement of the asbestos concrete 12" water line with PVC to prevent rupture during the project and allow for ease of construct...
