PURPOSE
Requesting City Council’s consideration for the procurement of 26500253M, Water Treatment Plant Chemicals, by awarding, at a future City Council meeting, a Master Price Agreement (MPA) to Univar Solutions USA, LLC and PVS DX, Inc. deemed the most responsive and responsible proposers of the fourteen (14) proposals received in response to the published solicitation. Per City Code Section 3-8-180, “Master price agreements with an annual not to exceed price of five hundred thousand dollars ($500,000.00) or less may be approved by the City Manager. Master price agreements with an annual not to exceed price greater than five hundred thousand dollars ($500,000.00) shall be approved by the City Council. After the City Council has approved a master price agreement, the City Manager may approve an annual extension and any amendment thereto, provided the contractor has performed the work satisfactorily, all terms and conditions of the contract have been fulfilled, the funds for said extension and amendment have been appropriated, and the annual not to exceed dollar amount of said extension or amendment has not increased from the original master price agreement.”
BACKGROUND
The water system demand in 2025 was approximately 2,223,000,000, or 2.2 billion gallons. Of that total demand, approximately 70%, or 1.5 billion gallons, was treated at Brighton water treatment facilities. The remainder of the water is purchased through wholesale contracts but may require the addition of treatment chemicals to meet drinking water standards.
At the water treatment facilities, numerous chemicals are required to remove contaminants and imperfections from the water, or aid in the treatment process.
