PURPOSE
To review how metropolitan (“metro”) districts are formed, what they are, and how they raise funds.
BACKGROUND
The City has engaged special counsel who specialize in this area to advise City staff for all metro district requests. They will be presenting to the City Council on metro district formation, how they are governed, the City Council role, enforcement, and will be asking a policy question. Currently, the City has a model service plan that all applicants for a new metro district must follow. Brighton has some metro districts that were formed before the City had a model service plan. One policy question for discussion will be how closely the City should require a metro district requesting amendment of some aspect of their service plan to adhere to the model service plan.
