PURPOSE
Requesting City Council approval of a formal solicitation for the Veteran's Park Water Quality Enhancement Design-Build Project #17005 to the lowest most responsive and responsible bidder, and approving the resolution giving the Mayor authority to sign the contract. Municipal Code Section 3.08.090, ". . . . All bids and proposals in excess of $50,000 shall be awarded through formal written procedures by the city council."
BACKGROUND
City of Brighton was approved last fall for a grant from the Colorado Department of Transportation Water Quality Mitigation Funding Pool in an amount of $421,978. To design and construct a stormwater quality pond at Veterans' Park. The pond will treat stormwater runoff prior to discharge to the South Platte River. Through the conditions of a previously approved IGA, Colorado Department of Transportation will reimburse the City up to four hundred twenty-one thousand nine hundred seventy-eight dollars ($421,978) to design and construct the stormwater quality pond.
Stormwater runoff from an approximately 90-acre basin currently discharges to the McCann Ditch and, ultimately, the South Platte River untreated at two locations near Veterans' Park: One location on the south side of Highway 7 and the other on the north side of the highway. This drainage basin encompasses portions of multi-family residential development, Downtown Brighton and the intersection of Highways 85 and 7.
