PURPOSE

Requesting City Council's approval for the procurement of 23-008327 North 10th Avenue & Midland Street Storm Improvements by awarding a contract to American West Construction, LLC, deemed the most responsive and responsible bidder of the six (6) bids received in response to the published solicitation, and approving the resolution giving the City Manager, or designee, authority to sign the contract. Per City Code Section 3-8-30(b): "All materials, services, and construction contracts, except as otherwise provided in this Article, with an estimated cost greater than one hundred thousand dollars ($100,000.00), shall be awarded through the formal solicitation procedure or the formal RFP process by the City Council. After due notice inviting bids, purchase orders and contracts shall be awarded to the lowest, responsive and responsible bidder."

BACKGROUND

During minor rainfall events, street flooding occurs at the intersection of North 10th Avenue and Midland Street. The storm sewer system in the area is undersized, has sections of pipe with reverse flow and lacks adequately placed inlets to capture runoff. This flooding stretches for several hundred feet in the intersection and prevents residents from accessing their homes.

The City previously hired a consultant, Enginuity Engineering Solutions, to explore the situation and design a solution to reduce the impacts of the flooding.

FINANCIAL IMPACT

Sufficient appropriation exists in the Utilities Capital Improvement budget for this project. The financial impact of these construction services has always been anticipated and accounted for accordingly in the overall Storm Drainage Fund budget.
