Background

 

On December 19, 2023, after a presentation from Deputy Chief of Police Westbrook, the City Council passed a motion “to approve permitted parking with the per pass cost of $25 per pass, per year with a two-pass maximum to be implemented in August 2024 while school is in session, with the ability of parking lot(s) to be in construction at the high school.”

 

After discussion on September 3, 2024, the City Council continued the discussion of modification to the original motion to September 17, 2024. The motion under consideration is the following:  “A Motion to grant the City Manager or designee the authority to make exceptions to the parking permit limitation of 2 per property for good cause or for extenuating circumstances and to set the annual and renewal fee for the parking permits in the annual fee resolution.”

 

The City has the authority to institute a parking permit program currently. The motion passed last December was very specific and limited the authority of the City Manager by setting a specific cost, a specific maximum number of passes, and requiring that the passes be annual.

 

Recommendation

 

Staff makes the following recommendation:

 

                     Allow the passes to renew every three years.
