PURPOSE
The applicant, GKT Brighton Residential Development, LLC and Prairie Center Metropolitan District No. 7, and Prairie Center Metropolitan District No. 3 ("Prairie Center") represented by Mike Tamblyn is requesting Development Agreement Amendments for Prairie Center Village I and Prairie Center Village V.

BACKGROUND
The City approved the Prairie Center Mixed Use PUD in 2008. In the Mixed Use PUD, the Lutz Parcel and surrounding land is indicated as Open Space. As part of the design of the regional drainage system for Prairie Center, the Lutz Parcel is being used by Prairie Center at this time for existing development in Prairie Center.

In 2015, the City approved the Final Plat for Village V of Prairie Center, which is the area south east of Eagle Boulevard and 27th Avenue and contains the Elements and Avilla multi-family projects. In the agreement for Village V, the City agreed to take the Lutz Parcel as part of the park and open space dedication 120 days after the City's approval of the Final Plat. However, the Parks and Recreation department doesn't have the staff or resources to manage this large area and has asked that Prairie Center retain the area for a few more years.

In 2017, the City approved the Final Plat for Village I of Prairie Center, which is the area north east of Eagle Boulevard and 27th Avenue and contains the Village at Prairie Center, which is a single family detached subdivision. The terms of the Village I Development Agreement refe...
