PURPOSE
To finalize the 2026 employee benefits.

BACKGROUND
The City of Brighton continues to enjoy a long working relationship with HUB International, which serves as our benefits broker. Kelsee Heller, Account Executive, have assisted us over the many years and continue to help us achieve our goal of providing our employees with high-quality and comprehensive benefits.

In 2019, the City moved to UMR, with United Healthcare as the provider, and RX Benefits for medical and prescription cost control. This has proven to be cost-effective for the City as well as for the consumer, so we are pleased to report we will continue with UMR and Rx Benefits in 2026 with no changes to the employee contributions.

UMR for Medical benefits and Delta Dental for dental benefits continue to see increases across the industry. In 2026, Medical costs will increase 4.9% and Dental care costs will increase by 5.8%. VSP for vision care will remain the same in 2026. The City plans to cover both increased healthcare cost this year.

In addition to our current healthcare benefits, we are excited to continue the following in 2026 with no increase:
* Regenexx cellular treatments.
* The Zero Card program.
* Hospital Indemnity Insurance and pet Insurance (voluntary benefits)
* Telehealth program has been very successful in saving employees time and money and, keeps the City's medical costs down as well. The cost for this benefit will remain the same in 2026.

FINANCIAL IMPACT
The approved budget for 2026 has sufficient funds to cover the benefit increase.
