Date Prepared:                     April 30, 2025

PURPOSE

Requesting City Council approval of an amendment to the Intergovernmental Agreement (IGA), Agreement No. 23-04.24A, between the City and Mile High Flood District (MHFD) for regional planning studies, design, construction, and maintenance of drainage and flood control improvements for the South Outfall. The amendment to the IGA will provide further funding for the ongoing projects in the drainage basin. The City and MHFD will be adding $185,000 each to the project funds.

BACKGROUND / DISCUSSION

The City of Brighton often enters into IGAs with MHFD for planning, design, maintenance, and construction of storm drainage and flood control improvements. The funding that MHFD provides is generated by all taxpayers in the City of Brighton that reside in Adams County. City Council previously approved the original IGA on May 21, 2023.The City and MHFD will continue to work with consultants and contractors to complete a hydrologic and hydraulic analysis of the outfall, prepare maintenance plans and perform construction/maintenance activities to ensure proper function of the outfall.

FINANCIAL IMPACT

Sufficient appropriation exists to provide additional funding toward this project.

STAFF RECOMMENDATION

At a future City Council meeting, City staff recommend approval of a resolution authorizing the City Manager, or designee, to execute the Intergovernmental Agreement Amendment between the City and Mile High Flood District.
