To:                                                               Mayor Gregory Mills and Members of City Council

Through:                                          Michael Martinez, City Manager

Prepared By:                     Kelsey Archuleta, Procurement & Contracts Manager, and Ryan Smith, Parks Manager

Date Prepared:                     February 28, 2023

PURPOSE

Requesting City Council’s approval of the procurement of 23-001d Water Tower Park Improvements - Playground by awarding a contract to A to Z Recreation, LLC, deemed the most responsive and responsible bidder of the one (1) bid received in response to the posted solicitation, and approving the resolution giving the City Manager, or designee, authority to sign the contract.  Per City Code Section 3-8-30, “…(b) All materials, services, and construction contracts, except as otherwise provided in this Article, with an estimated cost greater than one hundred thousand dollars ($100,000.00), shall be awarded through the formal solicitation procedure or the formal RFP process by the City Council. After due notice inviting bids, purchase orders and contracts shall be awarded to the lowest responsive and responsible bidder.”

BACKGROUND

Water Tower Park does not currently have a playground. After conversations with Recreation staff and sports user groups, a playground was deemed a desirable amenity for the site. The City would like to provide a playground for the community as well as the patrons visiting the complex to enjoy. This playground would be ADA accessible and provide usage for children of all ages to enjoy.

FINANCIAL IMPACT

Sufficient appropriation exists for the project.

STAFF RECOMMENDATION

Staff recommends that the City Council approve the request to issue and to award A to Z Recreation, LLC as the lowest, most responsive and responsible proposer.
