To:                                                               Mayor Gregory Mills and Members of City Council

Date Prepared:                     February 9, 2023

BACKGROUND

The City of Brighton often enters into IGAs with Mile High Flood District (MHFD) for master planning, design, and construction of storm drainage and flood control improvements. When funding is available, MHFD also provides financial contributions for projects. The funding that MHFD provides is generated by all taxpayers in the City of Brighton that reside in Adams County. For master planning projects that span several jurisdictions, other municipalities and/or counties often share funding responsibility. MHFD has contributed $200,000 and Commerce City and Adams County each contributed $100,000 towards this study. The City of Brighton contributes a large amount of runoff to the Beebe Draw and continues to annex more property within the drainage basin.

PURPOSE
To propose a resolution approving an IGA between the City and MHFD and approving the City’s $40,000 contribution toward the Beebe Draw Major Drainageway Plan (MDP) and Flood Hazard Delineation (FHAD) study.

FINANCIAL IMPACT

The City’s $40,000 contribution to the regionally funded Major Drainageway Plan and Flood Hazard Area Delineation study has been appropriated in the Utility Enterprise’s 2023 Capital Projects budget.

STAFF RECOMMENDATION

City staff recommends the Resolution be adopted to plan future regional improvements to the drainageway and ensure public safety through accurate mapping of floodplains.
