PURPOSE
To request City Council’s approval of the scope of work for the forensic analysis of the Water, Waste Water and Storm Drainage funds for the periods January 1, 2008 through June 30, 2019.

BACKGROUND
City Council voted 9-0 at the July 2, 2019 Council meeting to have a forensic audit performed of the utility funds. City council directed staff at the July 23, 2019 study session to use procurement procedures as outlined in the City’s Purchasing Ordinance for selection of an audit firm to perform this work and directed staff to prepare a draft of the scope of work to be reviewed and finalized by the Council at a future meeting.
FINANCIAL IMPACT
Unknown at this time. Staff will present information, including the financial impact, regarding bids from the responding firms for Council’s consideration and direction at a future Council meeting.
STAFF RECOMMENDATION
Approve the draft scope of work and instruct staff to move forward with a solicitation/request for proposal (RFP).
OPTIONS FOR COUNCIL CONSIDERATION
1. Approve the draft scope of work and instruct staff to issue the RFP
2. Amend the draft scope and instruct staff to issue the RFP with the scope of work, as amended.
