Through:                                          Michael P. Martinez, City Manager

Prepared By:                     Alicia Calderón, City Attorney

Date Prepared:                     April 17, 2026

PURPOSE
To review proposed changes to the Brighton Municipal Code to bring consistency to board and commission terms and term limits.

BACKGROUND

On February 10, 2026, the City Council reviewed the list of which City of Brighton (“City”) boards and commissions have term limits and the length of terms for each.

City Council requested this item be brought back with a proposal to create consistency. A review of City Council appointed boards and commissions identified four that have term limits, and three that do not. Parks and Recreation Board, Planning Commission, Sustainability Advisory Board, and Historic Preservation all have term limits. Youth Commission, Brighton Housing Authority, and Brighton Urban Renewal Authority do not have term limits. City Council also asked that terms be made consistent, so the proposed changes include making four-year terms for all. Brighton Urban Renewal Authority has statutory five-year terms, so that is not being changed, but nothing in statute would prevent term limits. Proposed Brighton Municipal Code changes will be presented for discussion.
