BACKGROUND

The City Council Policy Regarding the Interview and Appointment Procedures for City Board, Commission and Authority Members was amended most recently in 2024. The Policy addresses the processes for interviewing and appointing applicants to boards, commissions, and authorities. The City Council over time has changed which boards, commissions, and authorities may conduct their own interviews versus City Council conducting such interviews. In 2022, the policy was amended to allow a committee of two City Council members to conduct the interviews for the boards and commissions being interviewed by City Council.

City Council requested an update to the policy, and the item being presented has the following proposed changes: 1) Update to list of boards and commissions to include newly created boards (Sustainability Advisory Board and Downtown Development Authority) and to remove a board that no longer exists and was replaced with a hearing officer (Board of Appeals); 2) Addition of Brighton Housing Authority and Downtown Development Authority to the boards interviewed by City Council; 3) Addition of Sustainability Advisory Board to the boards that interview their own applicants; 4) Remove requirement to attend board meeting before applying to only encourage such attendance; 5) Change the method of selecting two Council members for the Council interview to create a panel of four to conduct interviews based on availability and allowing the mayor to participate in the interview if needed, and 6) Move applications forward for members seeking re...
