PURPOSE
Requesting City Council’s approval of the procurement of 22-007633 by awarding a contract to Plummer & Associates, deemed the most responsive and responsible bidder of the one (1) bid received in response to the posted solicitation, and approving the resolution giving the City Manager, or designee, authority to sign the contract.  Per City Code Section 3-8-30(b): “All materials, services, and construction contracts . . . with an estimated cost greater than one hundred thousand dollars ($100,000.00), shall be awarded through the formal solicitation procedure or the formal RFP process by the City Council.”

 

BACKGROUND/HISTORY

The City needs to develop a new Water Utility Master Plan, which will be used to ensure continual and perpetual outstanding service to our utility customers. The plan will be used in support of property acquisition (land and water), for use in developing rate studies, establishing and prioritizing capital projects, setting goals of the utility, personnel staffing and maintaining public confidence in the Utility.

 

The last Master Plan was developed in 2017 and has driven much of the capital improvement plan since. It is important to regularly update this plan as conditions are rapidly changing, including raw water supply, customer demand, the new treatment plant and more.

 

FINANCIAL IMPACT

Sufficient appropriation exists for the project.

 

STAFF RECOMMENDATION

Staff recommends that the City Council approve the request to issue an award to Plummer & Associates as the lowest, most responsive and responsible proposer.
