PURPOSE
Requesting City Council's approval of the procurement of 23-001b Water Tower Park Improvements - Irrigation by awarding a contract to PSI Construction Management, Inc., deemed the most responsive and responsible bidder of the one (1) received in response to the posted solicitation, and approving the resolution giving the City Manager, or designee, authority to sign the contract. Per City Code Section 3-8-30(b): "All materials, services, and construction contracts, except as otherwise provided in this Article, with an estimated cost greater than one hundred thousand dollars ($100,000.00), shall be awarded through the formal solicitation procedure or the formal RFP process by the City Council. After due notice inviting bids, purchase orders and contracts shall be awarded to the lowest responsive and responsible bidder."

BACKGROUND
If City Council approves the conversion of Water Tower Park from natural grass to artificial turf, the irrigation system at Water Tower Park will require replacement. To properly irrigate the remaining site after the potential artificial turf conversion the irrigation system will need to be rerouted. The potential redesign will include new main lines, laterals, heads, bubblers, and other components of a well-functioning irrigation system. Irrigation will still be required at Water Tower Park to keep the passive areas and trees alive. Overall water usage at this site will be significantly reduced.

FINANCIAL IMPACT
Sufficient appropriation exists for the project.
