PURPOSE
Requesting City Council approval of a formal RFP for the Transportation Master Plan to the lowest most responsive and responsible RFP, and approving the resolution giving the Mayor authority to sign the contract. Municipal Code Section 3.08.090, ". . . . All RFPs and proposals in excess of $50,000 shall be awarded through formal written procedures by the city council."
BACKGROUND/HISTORY
The City's Transportation Master Plan (TMP) was created in 2002. The City desires to reflect current growth and land use projections, as well as alternative mode components in this updated TMP. The goal for this project is the creation and adoption of an inclusive, integrated, implementable transportation master plan that incorporates sustainability and resiliency components.
A formal RFP was prepared for solicitation and was received on January 22, 2015 at 11:00 AM; three (3) firms attended the pre-proposal conference with one (1) firm submitting a proposal for this project.
The Procurement and Contracts Division did reach out to the two (2) firms Bohannan Huston and Steer Davies Gleave, which attended the pre-proposal conference yet, did not submit a proposal. The firm of Felsburg Holt & Ullevig did not attend the conference; as a courtesy an email was sent to the Streets & Fleets department explaining their position. The responses were as follows:
> Bohannan Huston - From our perspective, we were not as familiar with the DRCOG model component of the project as a firm with more local traffic modeling experience....
