City Attorney’s Office
Reference: Term Limits for Boards and Commissions
To: Mayor Gregory Mills and Members of City Council
Through: Michael P. Martinez, City Manager
Prepared By: Alicia Calderón, City Attorney
Date Prepared: May 1, 2026
PURPOSE
To approve an ordinance amending the Brighton Municipal Code to bring consistency to board and commission terms and term limits.
BACKGROUND
On February 10, 2026, the City Council reviewed the list of which City of Brighton (“City”) boards and commissions have term limits and the length of terms for each. On April 28, 2026, at a City Council study session, the City Council discussed the proposed changes to the Brighton Municipal Code.
Parks and Recreation Board, Planning Commission, Sustainability Advisory Board, Downtown Development Authority, and Historic Preservation all have term limits. Youth Commission, Brighton Housing Authority, and Brighton Urban Renewal Authority do not have term limits, and the proposed ordinance will add term limits. City Council also asked that terms be made consistent, so the proposed ordinance makes four-year terms for all boards and commissions with one exception. Brighton Urban Renewal Authority has statutory five-year terms, so that is not being changed, but nothing in statute would prevent term limits. Brighton Housing Authority board members will change from five years to four-year terms. Sustainability Advisory Board will change from three year to four-year terms. Brighton Youth Commission At-Large members will change from two years to four-year terms.
