PURPOSE
Requesting City Council approval is being requested for a formal solicitation for the Veterans' Park Water Quality and Trail Enhancement Design-Build Project to the firm having the requisite expertise and experience to perform the required Services, and approving the resolution giving the Mayor authority to sign the contract. Municipal Code Section 3.08.090, ". . . . All bids and proposals in excess of $50,000 shall be awarded through formal written procedures by the City Council."
BACKGROUND/HISTORY
The City of Brighton Parks and Recreation Department in a collaborative effort with the Utilities Department accepted proposals to complete the Veterans' Park Water Quality and Trail Enhancement Design-Build Project.

The City of Brighton has been approved for funding from Colorado Department of Transportation (CDOT) Water Quality Mitigation Pool to design and construct a water quality control measure and to design and construct a trail with bridge funded through an Adams County (AdCo) Open Space Grant.

Water Quality Control Measure
The water quality pond will treat stormwater drainage from the CDOT right-of-way (MS4 boundary) as well as a large portion of the City of Brighton Ms4 area. These drainage flows currently drain, untreated, to the McCann Ditch (city-owned ditch) and ultimately to the South Platte River approximately 2,500 feet to the north.
