PURPOSE
To consider a resolution approving an intergovernmental agreement with Urban Drainage and Flood Control District regarding funding of outfall systems planning for the City.
BACKGROUND
The Utilities Department has been proceeding with master planning efforts for stormwater systems in the City. Unlike other Utilities services, stormwater is not limited to the boundaries of the City. The City receives stormwater flow from upstream lands outside of City Limits and contributes flows to downstream lands outside of City Limits. It is more dependent on topography than political boundaries.
As such, Urban Drainage offers services and funding to assist with larger, more regional planning efforts. City staff has coordinated with Urban Drainage to obtain additional funding from Urban Drainage in the amount of $45,000 to supplement City's budget for stormwater master planning efforts.
To be eligible to receive these funds, the City must follow certain guidelines and best management procedures that are outlined to promote safe and efficient drainage both locally and at a regional level. By following these guidelines, the City may also be eligible to receive additional assistance with construction and maintenance of new regional facilities servicing the City.
