PURPOSE
Requesting City Council approval of a formal bid for the CIP Crack Seal ~ Chip Seal ~ Slurry Seal ~ Patching Project to the lowest most responsive and responsible bidder, and approving the resolution giving the Mayor authority to sign the contract.  Municipal Code Section 3.08.090, “. . . . All bids and proposals in excess of $50,000 shall be awarded through formal written procedures by the City Council.” 

BACKGROUND

Formal Bids were requested from qualified Contractors for the CIP Crack Seal ~ Chip Seal ~ Slurry Seal ~ Patching Project.

The City of Brighton performs annual street maintenance projects that entails a multitude of maintenance activities on streets consisting of asphalt patching, crack sealing, and surface treatments, along with a variety of other components. For 2017 the City has identified areas for crack sealing, chip seal, and slurry seal as surface treatments for pavement preservation.

Two (2) firms attended the Optional Pre-Bid Conference:

1.                     A-1 Chipseal Company

2.                     Foothills Paving and Maintenance Inc.

Two (2) formal bids were received on February 22, 2017 at 11:00 AM.  The bids received were opened and read into record by the Procurement & Contracts Manager at a public bid opening.

 

 

FINANCIAL IMPACT

Sufficient funding was approved in the 2017 budget for the 2017 CIP Crack Seal ~ Chip Seal ~ Slurry Seal ~ Patching Project.  The bid from A-1 Chipseal Company is within the budgeted amount.

 

STAFF RECOMMENDATION

The Finance Department, in working with the Streets and Fleet Department and completing the review and evaluation of this bid, the recommendation is to award to the lowest most responsive and responsible bid to perform the required services of A-1 Chipseal Company, in the amount of a total not to exceed Seven Hundred Sixteen Thousand Five Hundred Forty Five Dollars ($716,545.00). 

A-1 Chipseal Company, is in good standing with the State of Colorado.
