PURPOSE
A Resolution authorizing the City of Brighton to submit to History Colorado - State Historical Fund (SHF) - SHF Grant Application, requesting grant funding in the amount not to exceed $17,500.00, for the ”Brighton Subdivision Commercial and Industrial Properties - Historic Surveys Phase 2”; and to authorize the Interim City Manager to sign the Grant Application.
BACKGROUND
The Brighton Historic Preservation Commission, working with the Parks and Recreation Department and Community Development Staff, will apply for grant funding from History Colorado through a SHF Grant for the “Brighton Subdivision Commercial and Industrial Properties - Historic Surveys Phase 2” (Brighton Subdivision Commercial and Industrial Properties) project.
The Brighton Historic Preservation Commission (BHPC) presented the Brighton Historic Resources Survey Plan at a City Council Study Session on September 11, 2012. The City Council approved the Survey Plan on October 2, 2012. The BHPC has completed the Phase 1 in 2014 and Phase 2 in 2016; and History Colorado was pleased with the results.
The goal of the Plan is to define and prioritize future historic resource surveys within the growth area of the City of Brighton. This SHF grant application for the Brighton Subdivision Commercial and Industrial Properties is for the completion of Priority 1 of two priorities within Phase 3 of the Brighton Historic Resources Survey Plan (a Survey Master Plan). Each one of the historic resource surveys in Phase 3 are considered as High Priority.
This project is the second of two historic resource surveys designed to discover and document the historic resources located in the City of Brighton’s first subdivision plat, known as The Brighton Subdivision. The first of the two historic resource surveys was for the CLG (Certified Local Government) grant application submitted in January 2017 and that was awarded in full for $12,100.00. This Brighton Subdivision area contains some of the oldest remaining residential, commercial, industrial, and transportation related structures in Brighton. These structures are also some of the least documented and most threatened historic structures within the City.
This grant application is for a total of 21 commercial and industrial properties within the Brighton Subdivision that will be surveyed. The Brighton Subdivision is located south of Bridge Street between 1st Avenue and Cabbage Avenue and includes the Brighton Lateral Ditch. These properties are from the first half of the 1900’s or older and represent the original architectures and physical characteristics of the businesses in Brighton. They are critical to our understanding of the history of Brighton, and its growth over the last century. Many of these properties are in poor condition, while some have good potential for rehabilitation or restoration. This project will help in making eligibility determinations for local landmark designation for these properties.
The estimated total cost for completing the Brighton Subdivision Commercial and Industrial Properties project is $27,500.00. The $17,500.00 (63.6% of the total project) is being requested through this History Colorado - SHF Grant Application. The City of Brighton will cover the remaining costs of $10,000.00 (36.4% of the total project) through the 2017 budget. Once the grant funding is awarded, then the City, through the BHPC, has 18-months to complete the project.
The BHPC is also requesting that the City Manager be authorized to sign the History Colorado - SHF Grant Application.
CRITERIA BY WHICH COUNCIL MUST CONSIDER THE ITEM
FINANCIAL IMPACT
The History Colorado - State Historical Fund (SHF) - SHF Grant request is in the not to exceed amount of $17,500.00. The SHF Grant funds will be used for the “Brighton Subdivision Commercial and Industrial Properties - Historic Surveys Phase 2”. This project will come through the approved 2017 City of Brighton Budget - line item number 10-21-4645-30005.
STAFF RECOMMENDATION
It is recommended that City Council approve the Resolution authorizing the City of Brighton, through the Brighton Historic Preservation Commission working with Staff, to submit the History Colorado - State Historical Fund (SHF) - SHF Grant Application, requesting grant funding in the amount not to exceed $17,500.00, for the ”Brighton Subdivision Commercial and Industrial Properties - Historic Surveys Phase 2”; and to authorize the Interim City Manager to sign the Grant Application.
