PURPOSE
A Resolution approving an IGA between the City of Brighton and Adams County regarding a Joint Ag-Innovation Specialist position to support the District Plan Commission and appropriating funds for the Ag Innovation Specialist position for 2017.

BACKGROUND

In April of 2016 both the City of Brighton City Council and the Adams County Board of County Commissioners ratified the District Plan.  The District Plan promotes the communities’ vision for local food production, conservation, agri-tourism and other agri-based land uses identified by the District Plan for the area south of Brighton.  The adopted District Plan calls for a joint, City of Brighton and Adams County citizen commission to make recommendation to the City Council and County regarding the implementation of the District Plan within the District Plan boundary and beyond. The establishment of the District Plan Commission will encourage community involvement by individuals with relevant expertise to make recommendations to the City Council regarding the implementation of the action items identified by the District Plan   The District Plan Commission has been established.

The jointly adopted District Plan calls for a joint, City and County shared employee to carry out the District Plan’s implementation action items. The position of Ag Innovation Specialist will be the project-designated employee for the project.  The Ag Innovation Specialist will be assigned tasks in accordance with an annual work program jointly developed by the City and the County, and will serve as an Adams County employee housed in the Long Range Strategic Planning Department.  For the first two years, this position will be funded by a 50/50 financial share between Adams County and the City of Brighton.  The City will contribute fifty percent (50%) of the Ag Innovation Specialist position and program costs as defined in the IGA, up to a total expenditure not to exceed Forty Thousand Dollars ($40,000) annually; and Adams County will contribute fifty percent (50%) of the position and program costs, up to a total expenditure not to exceed Forty Thousand Dollars ($40,000) annually.  Attached is the IGA’s between the City and Adams County establishing the Ag-Innovation Specialist position.  The resolution also amends the 2017 budget to fund the positon in 2017.

FINANCIAL IMPACT

The City will share the cost for the Ag Innovation Specialist position with Adams County.  The City share is in the amount of $40,000 per year for two years.  The cost for 2017 will not exceed $30,000.

STAFF RECOMMENDATION

Staff recommends approval of the Resolution adopting the IGA between the City of Brighton and Adams County creating the Ag Innovation Specialist position and amending the 2017 budget to fund the City’s share of the cost of the position.
