PURPOSE
A Resolution authorizing the City of Brighton enter into a Grant Agreement with History Colorado, for Certified Local Government Program (CLG) grant funding in the amount not to exceed $12,100.00 for the “Brighton Subdivision Residential Properties - Historic Surveys Phase 3”; authorizing the City’s matching obligation of $2,500.00; authorizing a 2017 Budget Amendment for the grant project expenditures; authorizing the City Manager to sign the Grant Agreement; and setting forth other related details.
BACKGROUND
The Brighton Historic Preservation Commission, working with the Parks and Recreation Department and community Development Staff, has applied for and been awarded grant funding from History Colorado through a CLG Grant for the “Brighton Subdivision Residential Properties - Historic Surveys Phase 3” (Brighton Subdivision Residential Properties) project.
This project is the first of two historic resource surveys designed to discover and document the historic resources located in the City of Brighton’s first subdivision plat, known as The Brighton Subdivision. This area contains some of the oldest remaining residential, commercial, and transportation related structures in Brighton. These structures are also some of the least documented and most threatened historic structures within the City.
This grant application is for a total of 16 residential properties within the Brighton Subdivision and will be intensively surveyed. The Brighton Subdivision is located south of Bridge Street between 1st Avenue and Cabbage Avenue. These properties are all 100 years old or older and represent the original architectures and physical characteristics of homes in Brighton in the early 1900’s. They are critical to our understanding of the history of Brighton, and its growth over the last century. Many of these properties are in poor condition, while some have good potential for rehabilitation or restoration. This project will help in making eligibility determinations for local landmark designation for these properties.
The estimated total cost for completing the Brighton Subdivision Residential Properties project is $14,600.00. The $12,100.00 (82.9% of the total project) has been awarded by History Colorado the CLG Grant funding. The City of Brighton is covering the remaining costs of $2,500.00 (17.1% of the total project) through the 2017 Adopted Budget - General Fund. The City, through the BHPC, has 12-months to complete the project.
The BHPC is also requesting that the City Manager be authorized to sign the History Colorado - CLG Grant Agreement.

FINANCIAL IMPACT
Signing the Grant Agreement with History Colorado will allow the City of Brighton to receive $12,100.00 in grant funding for the “Brighton Subdivision Residential Properties - Historic Surveys Phase 3”.
The 2017 Budget will be amended and appropriated for the fiscal year beginning January 1, 2017 and ending December 31, 2017, in account number 10-21-4645-30005-00115 as follows:

STAFF RECOMMENDATION
It is recommended that City Council approve the Resolution authorizing the City of Brighton enter into a Grant Agreement with History Colorado, for Certified Local Government Program (CLG) grant funding in the amount not to exceed $12,100.00 for the “Brighton Subdivision Residential Properties - Historic Surveys Phase 3”; authorizing the City’s matching obligation of $2,500.00; authorizing a 2017 Budget Amendment for the grant project expenditures; authorizing the City Manager to sign the Grant Agreement; and setting forth other related details.
