PURPOSE

Requesting City Council approval of a formal solicitation for the Various Water Distribution Lines Design Project #98703 to the lowest most responsive and responsible bidder, and approving the resolution giving the Mayor authority to sign the contract.  Municipal Code Section 3.08.090, “. . . . All bids and proposals in excess of $50,000 shall be awarded through formal written procedures by the city council.” 

BACKGROUND

Overall Design Project

The water distribution system has several areas of weakness where additional connections between existing transmission lines would be helpful.  Overall these projects will increase the capacity of the system, allowing for new developments, and will create a secure system with more redundancy.  Below is a description of each proposed new water line.

ECCV Area Water Line Design - We need to install approximately 1,900LF of 12in. waterline to complete a connection between two transmission lines along the I76 frontage road in the northeast section of the City. This line will create redundancy and improve the overall system for existing customers and new development in the area. This line was shown as existing on some Distribution System maps, but was never completed.

Vestas Area Water Line/Pump Station Design - The City needs to install approximately 6,400LF of 12in. waterline to complete a looped connection between two transmission lines between Baseline Road and New Energy Drive in the northwest section of the City. This line will allow for better water circulation in the area, reduce the need to flush hydrants and waste water and will improve the quality of water in the system. 

Highway 85 & Railroad Crossing Water Line Design - There are three locations where the City needs to connect waterlines under Highway 85; two of those lines will continue to the east and cross under the railroad as well. The design of each of these lines will increase the capacity of the raw and potable water systems. These lines are essential for future growth and meeting upcoming CDPHE rules and regulations.  These designs will be approximately 500-1000LF and the sizes of the lines varies.

 

These design projects should be completed in the fall, and it is anticipated that we would be out to bid and under construction with these lines before the end of 2017.

 

 

A Recommended Pre-Proposal Conference was held with five (5) attendees. 

Seven (7) formal proposals were received on March 28, 2017 at 2:00 PM.  The following firms submitted a proposal:

FINANCIAL IMPACT

Sufficient funding was approved in the 2017 budget for water line repair and replacement and system development to accomplish the various water line designs contemplated herein.  The bid from Landmark Engineering is within the budgeted amount.

 

STAFF RECOMMENDATION

The Finance Department, in working with the Utilities Department and completing the review and evaluation of the proposals, recommends award to the most responsive and responsible proposal to perform the required services to Landmark Engineering in the amount of Eighty Seven Thousand  Five Hundred Fifty Dollars ($87,550.00).

 

Landmark Engineering, is in good standing with the State of Colorado.
