PURPOSE
A Resolution authorizing the City of Brighton to enter into a Grant Agreement with Adams County, for grant funding in the amount not to exceed $363,000.00 for the “Brighton Park Destination Playgrounds” project; and authorizing the City’s matching obligation of $312,000.00; and authorizing the City Manager to sign and execute the Grant Agreement.
BACKGROUND
During the 2017 City of Brighton budget process, the Parks and Recreation Department realized that there was a need over the next 5 to 6 years to replace playgrounds that have reached their life expectancy or need to be upgraded to meet current ADA guidelines. The Parks Division of the Department had created a playground replacement recommendation list based upon the life expectancy and upgrades that are needed with every playground in the City’s Park system.
The “Brighton Park Destination Playgrounds” project is for two playgrounds. At the January 10, 2017 City Council Study Session, the Parks and Recreation Department expressed an interest in applying for an Adams County Open Space Active Grant to replace the two oldest playgrounds. These first two playgrounds are within Brighton Park - the larger Brighton Park playground and the Midland playground. City Council approved the Department submitting an application for an Adams County Open Space Active Grant to replace these two playgrounds. The City was awarded $363,000.00 (53.8% of project) in grant funding for the larger Brighton Park playground, and did not receive funding for the Midland playground. The City will provide a cash match of $242,000.00 for the Brighton Park playground and $70,000.00 for the Midland playground. The City’s total match is $312,000.00 (46.2% of project). The City will budget this cash match in the 2018 Recreation Capital Fund. The total estimated cost for this playground project is $675,000.00.
In order to receive the Adams County Open Space Active Grant monies, the attached Resolution must be approved by City Council so that the City can submit this Grant Application. The Resolution authorizes the City to enter into a grant agreement with Adams County for Adams County Open Space Grant funding, and authorizes the City Manager to sign the Grant Agreement. The City Attorney has reviewed the Resolution.
FINANCIAL IMPACT
Signing the Grant Agreement with Adams County will allow the City of Brighton to receive $363,000.00 in grant funding for the “Brighton Park Destination Playgrounds” project. The City will budget a match of $312,000.00 in the 2018 Recreation Capital Budget. The total playgrounds project is estimated to be $675,000.00.
