PURPOSE
To review with City Council the results of the past 18 months of Wastewater Master Planning efforts, and to present the completed Plan for their understanding. Further, to remind City Council of the efforts of staff and our consultant, Martin & Martin, to examine, review, develop, and promote wastewater solutions for the City of Brighton.
BACKGROUND
As you know, the wastewater master plan has not been updated in over a decade. Over the past 18 months or so, we have completed mapping of the existing system and have run the dynamic models to show where there are constraints in the existing system, either currently or based on future anticipated flows. One of the main benefits of this master plan is the identification of those locations and the ability to plan the Capital Improvements necessary to correct those problems in the necessary timeframe. These ideas, as well as the basics behind the Master Planning process, will be discussed.
The plan considers the City's Comprehensive Growth Plan and is able to anticipate appropriate sizing of lines for future needs, allowing us to hopefully avoid the need to replace lines in the future with larger lines simply because they were originally installed too small. The Master Plan also includes Capital Improvement Planning of existing trouble-spots that require regular jetting in order to flow properly; allowing for either point repairs of the problems or proper sizing and improved sloping in a future improvement.
Additionally, the Plan reviews the existing treatment plants (Brighton, Lochbuie, and Metro) and provides commentary on capacities and planning for these plants.
