PURPOSE
To approve the sixth winner of the City of Brighton’s Big Little Idea contest, awarding the recipient $500 to implement their idea to create and implement an idea that will make Brighton a better place to live, work, play and learn. At the May 2, 2017 City Council meeting when the Big Little Idea recommendations were brought to City Council for approval, staff was still in the process of gaining approval for the sixth idea and was unable to include it at that time.

BACKGROUND

On January 9, 2017 the City of Brighton’s Public Information Office announced the Big Little Idea contest. The Big Little Idea contest is a city-sponsored contest that awards $500 each to six citizens, nonprofits or teams that reside in Brighton city limits to create and implement ideas that will make Brighton a better place to live, work, play and learn. The deadline to submit Big Little Idea proposals was April 1, 2017.

The City of Brighton received seventeen (17) applications for the Big Little Idea contest and staff reviewed each application to verify that it met the stated criteria for use of the funds. Six winners were chosen by a judging panel consisting of two city council members and appointed city staff. Winners were selected based on the criteria for originality, connection to the community, and creativity. Any contest winner who either does not complete the Big Little Idea project on or before Dec. 16, 2017 or does not use all of the $500 prize money to complete the project must return the balance of the prize money to the City of Brighton. If a recipient is unable to complete the project by the deadline, or for any other reason withdraws from the contest, the judging panel may designate an alternate winner from those who submitted applications to receive the cash award.

Contestant winners may supplement the $500 cash award with their own funds and/or donations, at their discretion, with the understanding that the City’s contribution is limited to the $500 cash award. To be eligible to receive the $500 cash award, contest winners must sign a general “Terms & Conditions” agreement including a release of liability, a declaration that no copyrighted materials will be used, a parent or adult legal guardian release if applicable, and a promotional agreement.

The judging panel has made a recommendation to the City Council on the best use of the Big Little Idea funds budgeted in 2017. The recommendations are as follows:

On May 2, 2017, Brighton City Council passed a resolution approving a $500 cash award to five of the six recommended recipients. At the time, the sixth idea - Lisa Garbett’s Electric Box Murals - was still in the process of gaining approval. Since that meeting, our Streets and Fleet Department has provided approval for Lisa’s idea to be implemented utilizing traffic control signal boxes in downtown.

Staff recommends that council support approval of the sixth Big Little Idea recommendation.
