PURPOSE/BACKGROUND
The purpose of this Study Session item is to address concerns raised by attorneys and City Council at the City Council Meeting on July 18th, 2017 that led to a determination to continue the action item, a Model Service Plan for Metro/Special Districts, before the City Council.
Summary of findings
Since the continuation, City staff and counsel have worked on addressing all comments raised. We have reached out and corresponded with those attorneys that attended on July 18th and with another attorney representing a large developer. Some of the comments received have led to minor wording changes and one has led to additional language on areas of inclusion. There are a few areas where City staff and counsel are opposed to options offered by the external parties and Sally Tasker of Butler Snow, LLP has highlighted these items in a brief attached memo. City staff and counsel look forward to addressing these and other items at the Study Session meeting on August 8th.
STAFF RECOMMENDATION
Staff is requesting direction from the City Council as to whether or not it should move forward with the changes to the model service plan for special districts within the City of Brighton at the August 15th Meeting of City Council.
